Fars Agency quoted a proposed draft memorandum of understanding between Iran and the United States, stating that it includes mutual commitments not to launch any military or preemptive attacks between the two sides.

According to the draft, Washington and its allies pledge not to attack Iran or its allies, while Tehran commits not to execute any preemptive military attack against the United States and its allies.
