UN Commissioner Warns of AI's "Existential Threat" to Humanity
The UN High Commissioner for Human Rights, Volker Türk, issued a strong warning that the accelerating progress in artificial intelligence could pose an "existential threat to humanity," calling for robust safety and security safeguards before it is too late. Speaking to the UN Human Rights Council in Geneva on Monday, Türk affirmed that he shares the concerns of technology sector officials regarding the potential for advanced AI to represent an existential threat. He called for a "comprehensive effort to establish uncompromising, robust safeguards for AI safety and security." Türk noted that the concerns extend beyond the technology itself to include the immense concentration of power associated with it, as control over data, markets, resources, and information now rests in the hands of a limited number of entities. He questioned the extent of global caution in dealing with rapidly developing AI, comparing it to the careful treatment of new medicines that undergo strict testing and reviews before use. The High Commissioner warned that AI applications are permeating areas that raise human rights concerns, including mass surveillance, the spread of misinformation, and bias, in addition to their negative impacts on children and the environment. He also stated that the concentration of power within this sector represents an additional concern, cautioning that "a few individuals" could gain immense influence over technology affecting the lives of billions, while governance and oversight rules lag behind the pace of technological development. In a related context, Türk highlighted the risks of using AI in military systems, emphasizing that automated decisions in this framework could become "a matter of life or death," necessitating effective human oversight capable of intervention. He concluded by asserting that integrating human rights at the core of AI development and regulation is imperative to ensure technology remains a tool to serve humans, rather than a means through which societies lose control over life-altering decisions.
