Turkey: Former Central Bank Official Arrested, Assets Frozen in Ponzi Scheme Probe
Turkish authorities have arrested Erkan Kilimci, a former central bank official, as part of a wide-ranging investigation into an alleged "Ponzi scheme." Kilimci served as the CEO of "Tera Finansal Yatirimlar Holding," a subsidiary of "Tera Holding," which is at the heart of the probe. Kilimci announced his resignation last week, stating that he had held his position for only three months and expressing regret at being included in the ongoing investigation. The investigation has so far led to the arrest of approximately 45 individuals. Among those detained are Emre Tezcan, the chairman of "Tera Holding," along with several board members and executives from its associated companies. A decision was also made to freeze Tezcan's assets and those of dozens of other executives in the financial firms implicated in the scandal. A "Ponzi scheme" is widely recognized as one of the most notorious investment fraud methods. It operates by luring victims with promises of rapid, very high, and guaranteed financial returns, without any real investment or actual business activity to support these claims. The scheme is named after the Italian swindler Charles Ponzi, who employed this trick in the United States in 1920, making millions of dollars in a record short period before his deception was exposed. Nearly half a million investors have been affected by the market collapse that followed the inability of some asset managers, including the well-known "Tera" company, to meet redemption requests amid massive cash outflows last week. Some of the funds involved had concentrated their investment portfolios on thinly traded stocks, which led to inflated prices and the borrowing of short-term funds using these overvalued shares. These funds had, until recently, been generating exceptional triple-digit annual gains, and sometimes even more. Turkish officials began a series of meetings yesterday, Thursday, to discuss the next steps for liquidating approximately 131 investment funds. It is worth noting that Erkan Kilimci previously served as the Deputy Governor of the Turkish Central Bank from 2016 to 2018, before becoming the Deputy CEO responsible for Treasury at the state-owned "Türkiye Halk Bankası."
