Parliamentary Proposal Suggests Setting MP Salary at Five Million Dinars, Regulating Special Grades
A parliamentary representative put forward a proposal to amend the law aimed at revoking financial privileges for state officials. It stipulates setting a fixed monthly salary for members of parliament at five million dinars, in addition to regulating salaries of special grades within the three presidencies and other state institutions. In press statements, the representative clarified that "the submitted proposals fall within the supervisory and legislative role of the parliament, aiming to address pressing issues that require clear legislative reforms." He added that "one of these proposals relates to amending the Integrity Commission and Illicit Gain Law No. (30) of 2011, with the goal of activating mechanisms for uncovering illicit gain and holding accountable individuals whose wealth shows a significant and unjustified increase." The representative further explained that "the proposal obliges individuals covered by the law to submit their financial statements and disclose their financial assets, with the necessary legal actions to be taken against anyone proven to be in violation." He emphasized that "the proposal includes toughening penalties associated with illicit gain, which contributes to curbing the illicit accumulation of wealth and strengthens the role of the Integrity Commission in safeguarding public funds." He also indicated that "the proposal activates legal procedures against individuals failing to submit financial disclosure statements within the specified period, imposing harsher penalties for inability to prove the source of a significant wealth increase for an individual, their spouse, or children, when proven to be illicit gain, with violators referred to the competent judicial authorities." Regarding the elimination of dual salaries, the representative stated that "the second proposal concerns the law on eliminating cases of multiple or dual salaries, which aims to prevent any individual from receiving more than one salary under any title or designation, in addition to revoking salaries granted to members of the oppressive apparatus belonging to the former regime." He affirmed that "this direction aims to achieve fairness in the distribution of state financial resources, especially given the current economic circumstances." He stressed that "the continuation of certain cases of multiple salaries and privileges is illogical at a time when the state faces significant challenges related to securing public expenditures, salaries, and essential services." Concerning the proposal to abolish financial privileges for officials, the representative pointed out that "the third proposal relates to amending Law No. (28) of 2019 on the abolition of financial privileges for state officials." He clarified that it "includes reorganizing salaries, allowances, and financial privileges specific to members of parliament, the three presidencies, and other government institutions." He further explained that "the proposal sets a fixed monthly salary for a member of parliament at five million dinars and regulates the salaries of special grades within the three presidencies and other state institutions, prohibiting the disbursement of any additional amounts to those covered under any title or designation, except in cases explicitly stipulated by law, such as rental allowance for a representative who does not own property in the capital province, in accordance with specific regulations." He added that "the proposal also includes regulating the number of employees a representative is entitled to nominate to work with them throughout their parliamentary term, prohibiting the receipt of their salaries or contracting with them in ways that violate legal regulations, in addition to establishing controls on the numbers of security escorts, companions, and advisors." The proposal also includes "prohibiting the allocation of financial amounts for medical treatment for officials in the three presidencies and state institutions, and reorganizing the government vehicle file and reducing their numbers." He emphasized "subjecting these procedures to the oversight of the Financial Supervision Bureau, thereby preventing an increase in spending on personal privileges." He concluded by stating that "the proposal also calls for the abolition of hospitality allowances and social assistance for officials in the three presidencies and state institutions, and the application of the provisions of the Unified Retirement Law to all special grade holders in the state, thereby preventing the granting of any retirement salary or privilege outside the legal frameworks."
