Ministry of Construction and Housing Announces Launch of Second Phase for Million-Plot Land Initiative

The Ministry of Construction, Housing, and Public Municipalities announced the commencement of the second phase for its Million-Plot Land Initiative. Engineer Istabraq Sabah, the Ministry's official spokesperson, detailed intensive discussions with the private sector to select entities for land development and servicing. This includes extending essential infrastructure (water, electricity, sanitation, roads) before parcel delivery to citizens. Sabah affirmed the initiative, approved by Cabinet Resolution (332) for 2026, is a national strategic project aimed at urban advancement and equipping one million fully serviced residential plots across Iraqi governorates (excluding the Kurdistan Region). He clarified the second phase began with direct coordination with governors to identify suitable lands and forward their data to the Prime Minister's Office. An electronic platform will launch later to receive applications from eligible citizens once districts are serviced. The initiative is managed via four main committees: the Supreme (chaired by the Prime Minister and relevant ministries) for policy formulation and plan approval; and the Steering (executive management) overseeing sub-committees and resolving obstacles. He added that the third committee, for governorates and distribution, sets transparent eligibility criteria and preference systems. It also supervises the electronic platform and matches applicant data with government databases to ensure support reaches beneficiaries. Sabah further stated the fourth committee identifies and designates lands, proposing geographically and urbanistically suitable areas, aligning with each province's nature, in coordination with relevant real estate and municipal authorities.
