Judiciary Reveals "Dawn Campaign" Details: Immunity Lifted for Accused MPs
The Supreme Judicial Council announced on Sunday that investigations into the case of Adnan Al-Jumaili, Undersecretary of the Ministry of Oil for Refineries, are ongoing based on available evidence. The Council expects legal actions to be taken against political figures and other individuals in the coming period, in conjunction with the evolving course of the investigation. Judge Dhia Jaafar of the Central Anti-Corruption Criminal Court of Investigation revealed that inquiries into the defendant's case commenced in October 2025. This followed the court receiving reports detailing candidates spending substantial sums to support their election campaigns, exploiting state resources with the backing of influential figures in the previous government. Jaafar added that the gravity and precision of this crime necessitated several months of intensive efforts to collect evidence and information. Following Al-Jumaili's arrest, investigations uncovered the involvement of several members of the Council of Representatives in exploiting state resources for electoral propaganda and benefiting from government contracts, either directly or indirectly, to secure commissions and personal gains. This warranted investigations and legal procedures against them. Based on the court's request and its communication with the Council of Representatives, the current Speaker of the Iraqi Council of Representatives lifted immunity from the accused MPs. This measure was based on the powers granted to him under the provisions of Articles (63/Second/C) and (7/Fourth) of Iraqi Council of Representatives Law No. 13 of 2018, Article (11/Second/3) of Iraqi Penal Code Law No. 111 of 1969 (Amended), and Article (20/Third) of the Internal Regulations of the Iraqi Council of Representatives. Immediately upon receiving the immunity lifting documents, and in cooperation with the Federal Commission of Integrity and law enforcement agencies, under the direct supervision of the heads of the Supreme Judicial Council and the Council of Ministers, authorities proceeded to execute arrest warrants against them and detain them. During these operations, funds and incriminating exhibits proving their illegal actions were seized, while some remain at large. Investigations into this case continue based on the evidence, with expectations of further legal actions against political figures and other individuals in the coming period as the investigation progresses.
