Government Proposal for Agricultural Licensing Rounds to End Rentier Economy

Financial advisor to the Prime Minister Mazhar Mohammed Salih said that transitioning to a social market economy is key to ending Iraq’s rentier model, stressing the need to launch agricultural licensing rounds.

He noted that a new economic philosophy based on state-market partnership has emerged in recent years.

He explained that Iraq’s market has long relied on rentier opportunities rather than diversification.

He stressed the importance of establishing partnerships and activating laws to enable private sector participation.

He highlighted the need to invest in natural resources such as silicon, sulfur, gas, and phosphate.

In agriculture, he pointed to partnerships with global firms through agricultural licensing rounds.
